Niger has entered a 16-year public-private partnership with Zimar Group Inc. and Hightech Co. to develop a $1.9 billion refinery and petrochemical complex at Dosso to help boost domestic processing of Nigerien crude and reduce the country’s current reliance on imported fuels.
